Engineers may indeed attempt to repair planes; - NPC Engineers would be required in the bulk for successful fixes. - Member Engineers of the mid/senior certification rank may attempt to repair aircrafts.
Sound alright? Oh and crewmen have experience with aircraft equipment, so they can attempt to repair something on the aircraft it's self, should it be required.

Sepp, it sounds like you didn't read the first post at all. Please reread it. :/
It states how much to pay for each cert, how to contact an instructor, and the requirements for each one. You can't simply request to go for it. Sorry, man.
So, I have another question. Say you have a level two NCO cert, and you do well enough to get commissioned, what would happen to the cert? Would the person get a refund from somewhere, or would it become an Officer cert as I'm sure you've alluded to before? If so, would it go to Tier One, or would you keep a level two one? If it went down a tier, would you get some sort of refund on it as well, otherwise it's 20CP dissapearing off the face of the earth.

It's a lot bigger, yes, but it's easier to edit, and we don't need to worry about it going if it ImageShack goes down, and anybody can see it now if it was previously blocked by a firewall.

IDK if anyone suggested this but, perhaps an apprntice,experienced,skilled Medic skills? the Chances of succesfully helping an injured comrade is increased in order 10% 15% 20%? oh and they could be quicker with transporting the injured to the ambulance.

Well, the way I see it, it would just plain suck to get a skill as a fairly high-up NCO, and just lose it when you get promoted to Officer.
Lets say I get the "Veteran Infantryman" skill, for 50CP. I get promoted to an Officer rank, and that goes blamo. Could I get, say, "Experienced Commander" for free, and get a refund of 20-30CP for losing my previous cert? Or at least a reduced price?

The point being though is that you can always turn the promotion down. You must make the toss up between staying as an NCO and getting the certification, or waiting to become and officer and then take it.

Idea
You get Promoted from NCO to CO you lose that cert and have to choose a valid cert for a CO...but if you make General...you get it back and weild two Certifications.
Yay or nay?

Or maybe you get a free shot at a Second one that was the same teir level or lower for your NCO one you had.

Daniel, first you need to have the required amount of CP to access the skills you want. After that you'll PM the instructor (in your case that would be Major Patterson), wait for him to give the OK, after which you make the payment and a test will be prepared for you.
I suggest you read the first post in this thread more carefully, especially the "How to Earn Skills?" -section.
