I just have a few questions about battles. I've read through threads and I generally know how they work, these are just a few things that I haven't found an answer to.
1: Exactly what impact on battles you can join or areas in which you have battles does the Division you are in make? And what impact on the battles themselves?
2: To purchase/use NPC units, must you first get permission from the leader of your Division, or can you buy them directly from the Shop and say use them in a 1 v 1?
That is all; if I come up with any more, I'll post, but I seem to get it pretty well.

1: So far, I don't think we've enacted anything that disallows people from fighting in areas where they realistically don't belong. As we have seen SS fighting in North Africa and so on. So really, it's usually up to the individual to hopefully keep it as realistic as they possibly can.
2: You do not need permission from your CO in order to purchase units. Although, if they advise you to get certain units or whatnot it may be wise to listen to them. What you do have to do, however, is list the names of the NPCs you have purchased so they may be added to the roster and removed from your miniprofile.
As far as limitations on areas a character can RP in, its a matter of discretion. Like Erik said, an SS man in North Africa, while historically incorrect, is accepted. On the other hand Soviets fighting Italians in France is not going to fly. Keep it within reason.

Just to add a bit more to Erik:
Disregard what he said about "hopefully keep it as realistic as they possibly can". Some people like to only RP where their units realistically fought, but it's not encouraged. You may do what you want in regards to fighting locations, as long as your division is of the required nationality.
