Yep, its happened to me a few times. They can be promoted after a battle (by the mod-marker), and to the best of my knowledge by yourself. However, to just randomly promote them, you must pay for the promotion. So for a Corporal to become a Sergeant (15CP - 7Cp = 8CP), you must pay 8CP.
Victories: 4 / Units Killed: 14 / Units Wounded: 9 / Units Captured: 2 / Promotions: 1 / Units Saved: 2 / Defeats: 1 / Men Lost: 12
Say I have a private NPC that I like and want to promote him, can buy a corporal NPC, say it's the NPC I like being promoted and have a new private NPC to take the place of the promoted NPC?

I'm not actually an expert on this, but what I would say to that is no. Simply pay the amount to promote him, then purchase a new private. It costs the same and it is easier for us staff to keep track of.

Actually, I believe NPC's can be promoted to Senior Sergeants. It hasn't happened yet, but we're not going to let the whole state of NPC-ness getting in the way of their military career.
