I suppose it is possible, but if they done that, then what would be the point of you selling these tickets? I think it would spark something that the staff wouldn't like. Everyone would want to be doing the lottery then, earning random CP, making the staff pick a winner all the time.
Just don't think it would work.

You could ask the staff to create an item that suits your character better, giving you something to work towards. Just a thought.

I dunno if the boss man is gonna ok the lottery, but an idea that may help keep it fair and unrigged:
Type out the list, PM it to someone that didn't enter the lottery, someone neutral, then ask someone else that didn't partake to pick a random number from 1-(however many tickets are sold) that number is the number on the list next to the winner.
But now it's kinda all starting to sound too complicated to deal with LOL!! Eh work with it if you want, run it by the boss and see, never know until you try.

Theres nothing wrong with transferring it to your Axis guy. You're not supposed to exchange money and items between military people on opposing sides, but Lief is neutral, so there is nothing wrong with it.
